But it did not resonate for most Hungarians on September 30th; the weather was fine but only 40% bothered to vote in the local elections. In towns the proportion was even lower and the rules dictate that most districts will have a repeat election on October 14th, when the turnout may be even lower. Hungarians have not suddenly lost their enthusiasm for democracy; they never had much. In the five national votes held over the past year, turnout reached an unimpressive peak of 65% at the first round of the general election. In an (admittedly ignorable) July referendum, it fell as low as 13%. The latest demonstration of public apathy has prompted another bout of Hungarian self- examination. Absence of democratic tradition, exaggerated and now disappointed expectations of democracy, the communist legacy of political quiescence, Hungary's quiet revolution: all have been pressed into service to explain lack of enthusiasm for politics. No theory is particularly convincing. The low turnout hurt Hungary's governing conservatives the most. Supporters of the Hungarian Democratic Forum, the leading party of the coalition, showed their dissatisfaction with the government's inactive honeymoon by staying at home. The liberal opposition, the Free Democrats and the Young Democrats, together won 41% of the decided seats in urban districts, which were the main battleground of the parties, to take a narrow lead over the conservative parties. Even if the conservatives do better in the decisive second round, they cannot match their performance in the general election, when they won nearly 60% of the seats. Teh conservatives' setback may be no bad thing. A sweeping local-election victory for the Democratic Forum would have carried with it the danger of a revival of the party-state. Already the Forum is suspected of wanting party placemen in all positions of authority. Mr Jozsef Antall, the prime minister, did nothing to assuage such worries when, this summer, he pondered the possi- bility of the conservatives staying in power for 20 years. As it is, the libe- rals will almost certainly control Budapest, a strong base. Paradoxically, the government may emerge from these elections with new vigour. Two awkward impediments to government action are diminished. The Forum's troublesome coalition partner, the Smallholders' Party, fared especially badly in Sunday's voting. Independent candidates almost swept the board in rural areas, the Smallholders' stronghold. A ruling by the constitutional court against the Smallholders' only policy, the restoration to owners of land expropriated by the communists, further reduces their nuisanse value. More important, the imminence of local elections will no longer be the excuse for postponing unpopular decisions that it has been during the government's four months in office.
