Chernobyl shutdown could be delayed, Ukraine minister says

A top Ukraine cabinet minister said today that Ukraine might
postpone the closure of the Chernobyl nuclear power station promised
by the end of the century unless the West increases aid and provides
it more quickly. "We have proposed to our partners to leave unfixed
the date of Chernobyl's closure," Environment Minister Yuri Kostenko
said after two days of talks with Western experts. The talks ended
Thursday without agreement on a funding mechanism. "Existing
financial resources in the form of grants are clearly insufficient to
start work on closing down Chernobyl." Kostenko was Ukraine's top
negotiator in the latest round of talks with G7 industrialised
countries on financing the shutdown of two reactors still functioning
at the plant nearly 10 years after the world's worst civil nuclear
accident there. Western officials had reported a narrowing of
differences but suggested a final agreement would be put back from
this month until the end of the year. A G7 plan called for $2.25
billion in grants and credits to Ukraine, with the former Soviet
republic putting up $900 million of its own. Kostenko said G7 had
seriously underestimated Ukraine's costs and had provided no
immediate financing to get work started. "If we are talking about
the year 2000, then even today we have to start taking technical
decisions in order to be able to close down the last reactor on

10)  Selloff BLM and possibly national forest and park lands to States and
private parties.  Hansen (R-UT) introduced a bill to sell off these lands
in bulk.  In support of it Doolittle (R-CA) told LA Times "we should
drastically shink the size of Redwood Natl Park, transfer some to the
county and sell the rest."

9)   Make 90% of Utah's BLM wild lands available for development.  HR1745
(Hansen, R-UT) and S.884 would open 20.2 million out of 22 million
wilderness acres to development and never allow them to be considered as
wilderness again.  70% of Utah's population supported a bill that would
have preserved 5.7 million acres. Also, dams, gas pipelines and ORV use
would be allowed in what IS designated wilderness.

8)   Transfer Mojave National Preserve, just established under CA Desert
Protection Act, back to BLM.  Lewis (R-CA) and Skeen (R-NM) introduced an
amendment to eliminate the S600,000 budget allocated to NPS to manage the
preserve.

7)  Impose 7-year freeze on land acquisition.  This stops efforts to buy
out inholdings on wild lands.  The freeze will cost more in the long run
(assuming the goal is Not to elimate park lands) as inholding properties
appreciate or are snatched up by developers and "entrepreneurs."

6)  Building roads in National Park and Wilderness areas.  Hansen (R-UT)
introduced HR2081 which would permit states rights-of-way to build roads
through Parks and Wilderness areas.

5)  Limit federal biologists input in endangered species decisions.  Gorton
(R-WA) introduced S768 to disallow use of the endangered species act to
protect ecosystems and eliminate the input of federal biologists to actions
designed to protect endangered species.  Interior Secretary Babbit has
called this a "repeal of the Endangered Species act."

4)  Designate grazing as "primary use" of BLM lands.  Domenici (R-NM)
introduced S852 which would displace current "multiple use" policy and give
cattlemen free rein on BLM lands.  Subsidized of course.  Also extends
grazing permits from 10 to 15 years, allows restricted public access,
blocks current requirements for improved watershed conditions and
water-quality standards, and eliminates citizen challenges of damaging
grazing practices.

3)  Conduct massive "salvage" timber cut on national forests.  An amendment
attached to the "recission bill" by Gorton (R-WA) and others mandates a
dramatic increase in logging of national forest lands, directs the Forest
Service and BLM to begin "emergency" "salvage" logging operation, cutting
as much timber as "feasible" and (this is the kicker) suspending all
forest-protection laws, thus denying citizens the right to contest it's
legality.  As of Oct 26th this allowed timber interests to open thousands
of acres held up in court actions.  An additional 62 ancient forest "sales"
(e.g. subsidized timber mining permits) will now go forward in OR, WA and N
CA.  All this despite S1 Billion net cost to Fed Gov't between 92-94 (S7.2
Billion between 1978-91).

2)  Oil drilling in Arctic NW Refuge.  Included in the Budget
Reconciliation bill is authorization for drilling in the refuge, allowing
infrastructure for 1000s of workers (incl 4 air strips, 11 production
facilities, 100 miles of pipeline, 380 miles of roads and 100s of oil
wells) to be developed in what has for aeons been Caribou calving grounds
and wolf and grizzly strongholds.  This action was tucked into the
reconciliation bill, just as the "salvage timber" operations were tucked
into the recissions bill, to avoid public votes on issues that have strong
public support.

** and the #1 "environmental" move by the illustrious 104th congress is...

1) Creating a commission to recommend National Parks for closure.  Hansen
(R-UT) declared 150 of the 368 park units "need to be dropped" and actually
said that "if you've been there once, you don't need to go again."  In the
tradition of James Watt as Secretary of the Interior, Anne Burford in
charge of the EPA, Ed Meese as the nation's top cop, and the fox watching
the hen house, Hansen is chairman of the House subcommittee on national
parks, forests and lands.

These are just the top 10 - there are many many more (including S1054
(Murkowski R-AK) to expand logging and road building in the Tongass
National Forest, HR1310 (Obserstar D-MN) to open the Boundary Waters Canoe
Area Wilderness to motorboats and snowmobiles and to remove protective
status for Voyagers National Park, legislation to redefine wetlands as
only!those lands permanantly inundated, ETC, ETC).

The people responsible for these short-sighted actions for short-term
profit were elected and have accepted money from timber, mining, grazing
and development interests for re-election purposes.  Many are up for
re-election next year.  They can all be un-elected. Drop them a note
reminding them, and to encourage your reps to do the right thing.

SUMMARY OF POSITION:  The Florida Natural Areas Inventory (FNAI)
maintains a statewide data base on the occurrence and management
of rare and endangered species and high quality natural
communities.  The data base is used for land management, planning
and protection efforts.  FNAI provides information and products
to the Conservation and Recreation Lands (CARL) program, which
receives approximately $175 million per year to acquire lands.

The Community Ecologist is responsible for the continued
development and maintenance of the natural community component of
the FNAI.  The Community Ecologist, working in close association
with other staff scientists and research assistants, is
responsible for gathering and processing data on natural
communities that occur in the state.  The Community Ecologist
also represents FNAI in agency and statewide meetings, providing
ecological expertise.  The individual selected for this position
will be trained in Natural Heritage Program methodology and will
work in close cooperation with all FNAI staff members.  The
methodology focuses on collecting information from written
sources, individuals, and field work, documenting occurrences of
communities, and assigning priorities for further inventory and
protection activities.  This position includes field work and
overnight travel.  The ecologist directly supervises staff,
participates in the supervision of additional staff, and
supervises and administers contract work.


DUTIES:
1.  Collect data and process occurrence information concerning
natural communities into database.  Sources of information
include knowledgeable individuals, published and unpublished
literature, reports, field surveys, maps, and aerial photography.

2.  Conduct field work and initiate and supervise contracts to
find, describe, classify, and evaluate high-priority occurrences
of communities.

3.  Participate in ecological aspect of Florida's CARL process:
propose or participate in proposal of projects, evaluate natural
community aspect of all CARL proposals, develop Resource Planning
Boundaries as assigned, write assessments and contribute to
assessments being written by other staff, participate in project
design, and participate in meetings.

4.  Identify, describe, and set priorities for natural
communities for all aspects of FNAI operations, including CARL
activities and FNAI projects.

5.  Respond to requests for data.  This includes providing advice
concerning management of natural communities and reviewing agency
documents for consideration given to priority communities.
Coordinate all responses with other staff members when
appropriate.

6.  Write proposals and solicit funds regarding community ecology
projects.

7.  Review existing priorities (ranks) assigned to natural
communities and update as needed, including completion of ranking
forms.

8.  Build information files on each natural community.

9.  Add new natural communities to database as necessary
(includes ranking) and continue to refine the classification
system.

10.  Develop scorecard/site tracking record of priority sites for
natural communities.

11.  Describe FNAI in the course of data collection.

12.  Assist coordinator with special projects as needed.


ENTRANCE REQUIREMENTS:
1.  Graduate degree in the biological sciences (Ph.D. preferred)
and at least three years of professional experience with emphasis
on community ecology, vegetation classification, sampling and
conservation biology and a good background in field botany.
Broad range of Florida natural community expertise, especially
uplands, and familiarity with Florida's flora and fauna highly
desirable.

2.  Ability to communicate well in person and in writing;
demonstrated ability to work well with staff scientists,
biologists, agency staff, land managers, and representatives of
different public and private agencies and affiliations.

3.  Ability to manage people and projects effectively.

4.  Good organizational skills; meticulous attention to detail.
Ability to work under pressure of deadlines and to provide
written responses in a timely manner.  Ability to set priorities
for a wide variety of work.

5.  Good physical health and ability to conduct rigorous field
work.

6.  Some familiarity with the academic community in the state.

7.  Willingness to travel.

8.  Experience with natural community interpretation from aerial
photographs and satellite imagery highly desirable.

9.   A commitment to conservation goals.

10.  Experience with microcomputers, data base management,
topographic maps, and Natural Heritage program methodology is
desirable.
