What you are missing is that the Soviet Union NEVER, EVER claimed that its
present social system was a "Communist" one.  This is a big misconception.  
Remember, the very name of the country was the Union of Soviet SOCIALIST 
Republics.  If they had pretenses of having an actual Communist system, it
would have been called the Union of Soviet Communist Republics -- or, technical
ly,
according to Marx, would have had no government at all (see TCM, the "withering
away of the State...")  The name of the ruling party was the Communist Party
because that was the IDEAL they claimed to be BUILDING.  In every document
promulgated by the Party, they said they were in the process of "building
Communism" and that the current governmental/economic system, (authoritarian)
Socialism was just a transitionary period.   This is in fact what they 
constantly asserted, if you read their documents and the speeches of their
leaders.  They would (rather foolishly, I think) also say things like, "the
generation living today will see true Communism."   Meaning Soviet citizens
alive during that period would live to see the ultimate perfection of socialism
,
which (to them) was Communism.
