Position Announcement
The Regional Environmental Center for Central and Eastern Europe (REC)
is advertising the position of

Local Office and Outreach Officer

REC is an independent, not-for-profit, regional organisation. The
REC's mission is to promote co-operation among diverse environmental
groups and interests in central and eastern Europe. The REC is active
in 15 countries of the central and eastern European region, from the
Baltic States to Albania. Local Offices exist in Latvia, Lithuania and
Estonia since recently. The position is based at the REC's head office
in Szentendre, Hungary, very close to Budapest, working with an
international team, representing more than 15 nationalities. The
position is within the Local Of-fice and Outreach Department, which is
responsible in the REC for the development, administration and
co-ordinating of  REC's Local office Network and their projects. The
Local Office and Outreach Officer will supervise the REC Local Offices
in  the three Baltic states. The officer will work closely together
with the leaders of these offices to develop their work and the
ca-pacity of the office. The applicant would be expected to have good
administrative, managerial and com-munications skills and a good
knowledge of the environmental issues important for the region, in
par-ticular related to EU accession.. The position also requires the
ability to travel, including out-of-office hours.

Core responsibilities:
n Supervise and assist the Local Offices with regards to: budgeting
and finance; personnel manage-ment, office operations, information
exchange n Assist Local Offices in developing and implementation of
local projects as well as of headquarters projects n Develop relations
with non-governmental organisations, the respective ministries of
environments and the business community

The following qualifications are essential:
n Personnel management skills
n Project management and teamwork experience
n Office administration skills
n Knowledge of environmental issues in central and eastern Europe and
in particular in the Baltics n Computer literacy n Planning skills n
Multicultural communication skills n Ability to travel freely n Good
English language skills, and knowledge of one regional language

The following qualifications would be an advantage:
n University degree or equivalent
n Experience in fund-raising
n Financial management skills

Ontario Hydro,  which owns and operates all of Canadas 21 commercial
nuclear reactors, has announced it will "temporarily" close 8 of its
reactors (4 of the Pickering A blocks and 4 at Bruce A). It is likely
they will never restart, because the same announcement reported the
need for a massive modernization program at the newer reactors at
Pickering B and 4 at Bruce B (expected to cost between 5 and 8 billion
$ (Canadian)).  Without a larger safety upgrade program at the older
reactors, they almost certainly can not be restarted. We are assuming
the "temporary" closure is being announced to avoid larger fights with
the workers union. Closures could take place within months.

The reason for these closures (tho not cited by Ontario Hydro)  is the
pending electricity sector liberalization, which will enable customers
to purchase electricity from who ever they like, rather than the
current nuclear monopoly.  Since nuclear electricity is more expensive
than other forms, nuclear utilities are being forced to close reactors
to cut costs or face losing customers.  The Canadian govt will be
releasing its liberalization plan in the coming weeks.

In the last 6 months, 7 early reactor closures have also been
announced in the US, also because of electricity liberalization
which will take effect in mid 1998.  Independent experts estimate as
many as 37 reactors in the US could close early (over one third of the
total US fleet of 109 operating reactors).  BUT none of the US experts
forecasted most recent closure announcement of Maine Yankee, so
perhaps more than the forecast number will be forced to close early.

	80-90 csak akkor jobb, ha nincs lassu jarmu (teherauto, kispolski
megpakolva, birodalmi Wartburg) Egyebkent a lassulas-gyorsulas, elozes
joval tobb uzemanyagot emeszt fel. 

Nekem a kocsim pl. 120-nal autopalyan eszik kb 9 liter-t.  (cruise)
Ha cruise-al megyek 90-el eszik 6.5 - 7-et
Ha taposom az orszagutat 10-et is megeszik. akkor is ha nem megyek
100-nal tobbet, de elozok a tempo miatt.
